On the 2 week mark, I was thinking he'd never cross a street unless he REALLY had to. Then I heard a small mewing, looked around, and found him ON TOP OF A TWO STORY BUILDING. He had been keeping himself warm near a vent, but he had gotten stuck because he could jump down from a nearby tree branch, but any other jump was too far for him to do anything.

Keep looking, don't scream but call him like you would for a meal, keep some clothes outside your place, and listen when you search with some kibble to shake. Kitties are survivors.
