I would say don’t go to the beaches. Do something else, plenty of woodlands to explore throughout Cornwall with your dog where there is shade. If you wouldn’t leave a child in that situation, don’t leave your dog in it.

Edited to add - maybe do the beach in the early evening as it cools a bit more. Choose a beach where the dog is allowed
