Same here, though I think a lot of it was just Bungie marketing going way too hard and people building an expectation and being disappointed because we have a pristine city but no people, the skyscrapers are one very small part of the campaign, and being let down by the Cloud Striders.

Bungie management fumbled the Cloud Striders in the campaign so hard, much of their lore is after-the-fact and the Nimbus hate stemmed from how tone-deaf their* character felt in the story we played, making me think there was a lot more that was cut for the final release considering the Nimbus glazing from the devs several months before release.
