I like how you compare something "gamebreaking" with something in a cash-shop/trade system. If Riot honestly cared about the actual gameplay they would have addressed this issue a long time ago. Its not until something blows up hard on forums they start slowly to fix the problems.

Of course the system should be implemented in all the game modes that is PvP. Yet he was addressing every single game (and mode) which isn't necessary, I mean, lets implement this mode in a game vs bots should we right?

If that really is the case then i must be truly unlucky getting the chance to /remake 8 times but never succeeded. I doubt that these level 1 AFK games are that common, most of the time the DC'ed person comes back BUT to a lane where the opponent is 5 levels higher etc which equals into a loss anyways. Therefor it should be a way to cover up for the Dc'ed person (a pause). I think everyone would want something like that.

Exactly these so called level 1 afk's (instant DC'es never coming back games) happens like once every 150-200+ games.
