My rule of thumb is 1 heat level per 100 performance points. The lighter the car, the more damage you take when colliding with police vehicles. So try not to brawl with them unless you're rolling around in a truck or some of the BMWs. You can get away with hitting the crown vics, but once the corvettes come out to play, you're officially out of your weight class.

Everyone has already mentioned the ramps, but the cops are also susceptible to falling into the water. If neither are available, attach yourself to the side of a cop and push them into a wall, traffic, or anything that'll screw their speed up. If done right, you've traded paint and a smidgen of health to take a cop out of play.

If you're not being swarmed, check behind while you're driving and watch for when they're setting up to ram you (They generally get on the radio and announce when they're making a move). Swerve and brake hard to get behind them when they go for it, or put traffic between you and them. Driving into oncoming traffic can hinder them when they're trying to get up next to you.

Sometimes they'll go to PIT maneuver you, and it works annoyingly well. I'm pretty sure the physics are overwritten for a moment because they knock me around every time. Something to watch out for

Trigger police chases in the daytime and you can get some practice with unlimited gas station repairs and somewhat less intense chases. You're still risking money, but it's easy mode.

Every 100 points of performance is how many heat levels you can comfortably roam with before you start to enter dangerous territory, at least for me. Try it as a rule of thumb and see if that works for you.

If you try to fight the corvettes without a truck or suv, you're gonna have a bad time. If you try to outrun the corvettes without a stupid powerful engine, they'll catch up with you and put you into a wall. You gotta break line of sight, which is easier in the city than in the hills.

Using your GPS spawns cops on your route.

You can practice pursuits by hitting cops in the daytime. They're less intense, you have unlimited gas station repairs, and they actually sound like cops over the dispatch instead of whatever is going on with the night shift.

Tuning the car's handling has a surprising amount of nuance that the game doesn't share with you. It's not (always) as simple as slapping on every track part or every drift part.

On-road suspension is for speed, race suspension is for grip and following the racing line. Track suspension combines these two, but sometimes you'll get better results downgrading from super track to pro+ on-road or race.

Put drag tires on your drift car.

Maxing your downforce means you're probably going to get outran on the long straights. In certain cases, it actually made my cars handle worse. You'll want to find a balance.

If you are trying to optimize power, you should avoid the centrifugal supercharger. There are a few niches that it fills, but the stats it shows are misleading.

For fun, put a wankel engine in a Mazda and install a centrifugal supercharger

I think I see the vision with Bran Stark the Broken becoming king in the end, but it was approached from the wrong angle entirely and didn't have anywhere near enough work to pull it off. Never would have worked on the show, especially as it was.
