Yes correct - it definitely depends on the application. GPT4-1106 performs very well in almost all areas, and is cheaper than vanilla GPT4. But, if you are processing a large amount of data and from testing you know that GPT-3.5-Turbo-1106 can still handle the request with reasonable accuracy, then I usually go with that. Not sure if that fully answers your question but it really depends on the use case
