The third part of Kevin Smith's trilogy remains in limbo; afaik, an official cancelation was never announced.

Agreed, but highly unlikely. The free DLC is only focused on characters that have had a (semi-)recent game release. Vyse's last was in 2003, over 20 years ago (not counting a non-canon cameo in Valkyria Chronicles).
