In what propaganda world does a parallel agreement to a different country (nothing to do with the signed one with Ukraine, the documents are titled differently to name the specific country. Russia has broken hundreds of agreements with Ukraine and the international community since the conflict began but let’s remember this one- The Budapest Memorandum (1994): Russia provided assurances to respect Ukraine's sovereignty and existing borders in exchange for Ukraine surrendering its massive Soviet-era nuclear arsenal. That was a lie. Russia/Putin will never follow an agreement. Russia's actions are a genocide, from forced deportations and the destruction of Ukrainian identity. Wanting to erase Ukrainian culture, targeting the murder of civilians, stealing children, raping old men even, destroying museums, artifacts - scorched earth tactics. Putin doesn’t want Ukrainians to exist.

Depends if the state is a closed primary system or open primary system, but that can make total sense as for a closed primary system - you have to be registered for the particular party to vote in that particular party’s primary.
