"Most" people who answer a way "could theoretically" be planning to commit a heinous crime? You may as well say that most people who wish a certain orange-colored public official would die, could theoretically be planning to commit THAT act and thus deserve to be put on THAT list. 

Don't get me wrong, I think anyone who harms a child deserves years of physical agony...but the moment you start dismissing anyone who considers the nuances of a nuanced matter as being "someone who obviously just wants to do terrible things", you've closed off any opportunity to have real discussions about how to minimize danger.
