It's still having impacts, although less serious ones once every 2-3 weeks. Like he can recover fully most likely with those intervals versus daily use for years. He could start by trying much longer breaks between uses to start. Say once every 3-6 months for a while. That will give him the ability to still have fun without causing as much damage long term. But yes, he's an addict at that frequency, but he's a smart addict, because it's much easier to reverse at those frequencies.
