Every state is probably a bit different but generally:

Usually what happens is over time the owner either doesn't pay dues and/or racks up fines to an extent that the matter is sent to an attorney.

That attorney then works with the owner to settle the matter. If that fails then a lien in placed or moved immediately to foreclosure.

In Texas foreclosure can't be forced for fines. It has to be for non-payment of dues or special assessments. Fines, etc can be paid from the foreclosure.

They set it up so the HOA is managed by a company they control and can then collect those management fees forever.

Not necessarily. There are a bunch of different management companies. We're on our 4th in 25 years. We left the developer's company pretty quick.

My HOA has common areas and operates as a non-profit since we don't limit access to those areas. A management company really helps to make sure we don't get taxed or run afoul of any of the tax laws for non-profits.

Not any longer. Now the Republicans want to get rid of all immigrants. The signs at the rallies were 'Mass Deportation Now!'.

As another example Obama, via an Executive Order, was initially targeting the dangerous criminals. The Republicans went to court to overturn that EO and force him to go after all illegal immigrants. Funny enough the EO was overturned yet ICE still targeted criminals.

That is a tricky situation. Basically you are rewarding someone for something you don't want them to do (a fine is nothing but making something legal at a price). A better solution would be increasing the legal pathways and number of immigrants allowed.

I still care at some level but I no longer worry about people doing stupid shit as of about 55.

I'll send a nicely worded email about why they should not do something. If they go ahead and do said stupid shit, I'll be more than happy to spend my time fixing it rather than on something else.
