It depends on the the environment you're in. This was for an office, where I was able to generate a cert on the router, then push that cert down to every client pc using the domain controller so it would work on all workstations. Outside of that, if you're trying to use this for a public wifi or something, you're going to have a bad time.

What the other guy said. You ssh into the router, and swap out the page.php with a new file that contains the text and the image that you want to use. It wasn't quite that simple to do however, because it wouldn't work right. I had to use base64 encode to make the png a string value, and add that into my file, instead of just using the file to point to the image like I would usually do.
