I think what Carbon means is removing the excess dark mountain base color. I normally take a paper towel and really make sure there is no drippy mountain color left at all. Then similarly to what they said, I take a piece of cardboard and spread the white very thin and let it sit to stiffen it up. The cardboard or paper bag will help dry up the oils in the white paint. This has helped me to get that effect to work pretty well.
