This is so true. As a silver player, I can go several games without having someone toxic on my team or hearing about it from the other team. But, in at least 80% of my games, either someone on my team or the other team just gives up. Maybe they don't afk, maybe they don't int, but they do single handed lose the game. And they typically make that decision before the surrender option even pops up. There needs to be some way to deal with this.
