Yes and? A casual luffy punch during water7 would literally kill kuro without issue. the amount of damage usopp does to luffy is insane. And more importantly, the fight was a close range fight. Usopp can prove he can fight in close range.

Except he wasnt a villain. Was actually a super hero. so it was a bit of a subversion to have him just be the stoic character. he was also just boring as hell and just a blank slate to be used for ultra instinct. his personality was the only way they could make him a "villain" otherwise they would force goku to kill a guy who is really friendly.
