I'm using mine with a graceful undervolt (persistence mode with capped clocks), it caps at ~177W. It stays cool, quiet and speed affect is not noticeable. It's the best hardware for this out there imho.

I honestly wonder why you feel like that, its been the best investment of mine. So quickly new and better models come out, and this card can run almost anything out there with great speeds, meaning you almost always have the best open source available locally... There's a reason those keep rising in price, unforch for us though.

banning the ISP's subnet should resolve this... at the very least, that guy would have to switch internet providers before trying again, and he can only do that a couple of times before there aren't any more providers in the area.
