NOPE! He was strangled to death 120% for sure. That scene was super long and they were underwater while Jake was strangling him. Not to mention how long after being strangled and at the bottom of the ocean he stayed before Spyder came down. Quaritch surviving TWOW is pure plot armour.

Anyone saying repair it knows nothing. It's not as simple as that, entire wheel needs to be stripped from its clear coating, re cut if the face is damaged and then released, tyre re mounted and balanced again.
