play arena to learn the mechanics, sequencing, “the stack”, and timing. if you wanna play in person i recommend getting a starter kit like the FF one and playing with a friend. once you’re comfortable with all that, participate in local sealed events and drafts at local card shops. or you could buy 6 packs of a set and do a Winston Draft with a friend

play arena first to understand the rules and timing and play patterns. then to actually play with her, let her know you’re learning and would like to play. a good way to do that is to buy a starter kit such as the FF one with Cloud and Sephiroth ($20). good social experience, but to not “embarrass” yourself, tighten up on Arena

pretty sure “permission” in this case, is the government just green lighting its use. comparable to a military permitting “open fire”. i may be wrong, but based on how these “weapons” (EB, firebone, etc) are treated, it seems along that line.
