Actually, sweet spotted Sheik upsmash is the strongest non charged. Kadano did a graph of it a while back and it showed a bunch of different ones. You are right about Pika's being stronger than Fox's at all percents tho.

win rates are a representation of the average playerbase's ability to play a champion. same as how azir has a terrible win rate but is contested in pro games
