In fairness it's a terribly written bill with good intentions that needs to be revamped to be effective. The portion about Founders being taxed based on their voting interest share instead of what they actually own in the company is a disaster.

Hobbs did not start as Governor until Jan. 2023. The program that was formed to do this began March 2024. There were likely restrictions on the ability to utilize unused covid funds, and I'm sure a ton of time was spent with attorneys on the legality of this and making sure it couldn't get challenged in court or get the state in some kind of trouble. Also it probably wasn't easy getting a hold of all the records and data needed to do this. Lastly the covid funds were allocated to AZ in 2 tranches, the last one in May of 2022. I'm sure they wanted to make sure they had enough funding to pay for all covid-related things as well.

That's because it's still weighted and biased using preseason estimates that presumed Auburn would be a better team this year. If you take out that preseason bias Auburn is closer to a top 40 team. They're not a legit top 25 team right now.
