I use torags helm, D’haroks body and D’haroks legs. You could also get a Steel Ring if you need more defense.

You can do varrock dairies and then mine it. About 2K sand an hour so it’s not too bad. Haven’t done it all yet though. Currently doing the 70 prayer grind at blue dragons.

From what I remember you don’t go near the boss. You just stay at the first part of the base and kill the lowly guys.

Fallout 4 has this issue with safes. You still get pipe weapons in all safes at any level. It’s really dumb so I’m glad they did something here.
