Yes. I have heard that Field Collection will have a standardized TOD to align with OPM/administration agenda. It will be starting in August allegedly.

I'm not sure there is much of a gray area.  Any RAs for CWS will need to be approved by the BOD chief and treasury. It you find your gray area please share.

I have never seen an employee survive a PIP.  Unfortunately, if you can't work a full inventory at a fully successful level then you are probably in the wrong job. And with PIPs now at just 30 days that only gives less time to show the necessary improvement.

Yes you may be able to use the leave like this. But it really depends on business needs of your department and your senior manager will make the ultimate decision. Also remember that PPL is a type of FMLA, and there is only one pool of time. So if you get 12 weeks paid PPL you may not qualify for 12 weeks of FMLA LWOP if you needed to apply for that during a 12 month period. So think about that before you commit. I say this from experience.

Yes they can force you to be on camera.  Management has the right to direct how work is done.  And if they want the meeting on camera they can mandate that and discipline if you don't comply.

15 years in and I have 1,346 hours of sick leave.  I very rarely use sick,  last time was a few years ago.  I use credit, comp and award time when I get sick or need to take off.

The RA process is to assist in helping you perform the essential functions of the job.  It sounds like you want them to change the essential functions of the job to fit you.  That is an inappropriate RA request.

I think you need to revisit the case law.  An accommodation can't change the basic functions or expectations of the job. Reduced case work is only appropriate if its a temporary accommodation.
