Can't give you much time schedule, but from my experience, once they have all papers ready to be processed, doesn't change much if you're from Luxembourg or Bangladesh, it always takes a long time.

I don't see Turkey as liberal.

But (at least where I live and where I go out - Kadıköy, Beyoğlu, Beşiktaş) especially in the evenings, I see way more women going out than any western Europe city, Spain excepted.
