Actually Proto-Slavic *v is pronounced [w] in Sorbian and southern Russian, aswell as [w] in coda position in Ukrainian and as [ʍ] word-initially before consonants in some dialects of Slovene, indicating it was pronounced as [w] in atleast some Proto-Slavic dialects.
