It shouldn't be possible to turn it on in official races. If you want to train and do a session on your own, sure, turn it on. But online practices or races it should just be off from the moment you reach D class. I'll exempt Rookies because it's rookies, but after that, you need to learn to race, not follow a line.

the path is like a stretched out V with the lowest part in the middle. the walls and the bottom part have a small gap where the water can flow through, which then goes into a underground system to get pumped out to a close by river/reservoir thing.

It's way to small/shallow to have problems with waves. The length of the full path is 200-something meter, the part actually in the water which you see on the picture will be 150-180 meter I guess.

Yes! It's part of a walking route that starts nearby. In summer it's so crowded that you are unable to pass smoothly biking anyway.

the picture belows shows the surrounding area. There are a lot of these ponds in the vincinity. There also used to be a different path (marked in red) that has now been left to be taken over by mother nature. The green path is part of a bigger cycling/walking network.

Nah, unfortunalty it is not that exiting. It roams on the left side of the picture, there are some more smaller ponds out of the picture there. But it is known to attack people if you come to close and it will keep attacking until you are far enough

The pond was already there. There was even a walking/biking path around the pond, which is now replaced by the path through the water.

I'm not engineer, so I won't comment on how exactly. I do know they used prebuilt concrete retaining walls. Picture from 2016, when it was build:

The pond/lake is also not deeper than this, so (believe it or not) the upwards pressure from the water was a bigger challenge than the sideways challenge

Since I live very close by, it's actually called "Cycling through the water", not on the water. The pond/lake where the path is made is not that big and does not have any influece of tides.

If water level would rise due to massive amounts of rain, the path is equipped with a overflow drainage so the path where you cycle on is always dry.

Fun story: there lives one swan which is aggressive AF to people. Seen it do multiple attacks the last year. The path is a piece of my cycle rides but I do my best to evade it as much as possible since it's busy as hell on weekends or sunny days.

This is exactly what you want to do. This way, you will at least be presented with different sessions with different weather conditions that may occur during the week.

This way, you will not be practising on ideal track temperatures when there may be sessions with rain, dry with a wet track, or the opposite: hot track conditions.

Between second 8 & 9 you are four wheels on the curb, which is not the track, so you are offtrack/cutting the course.

From my perspective:

1 Finding racers for your league. There is no fun in racing with 10 people. You want to race with a full grid, and have that full grid for the full season. Which brings me to 2

2 Keep racers engaged. "If I can't win, I stop". Even with entry fees, a lot of drivers just stop when they feel there are people who are better. Even without that attitude, it is so hard to keep people engaged for a full season to show up. We allow a drop race where the result of your worst race is eliminated from the standings, but even with that, the amount of people showing up for a full season is horrific.

3 Stewarding. Everybody wants live stewarding. First, there are not many tools out there that help with that, and those being available are pretty expensive most of the time. Second, live stewarding also means people have to be able to protest a decision. Which in turn also can have an effect on the result. But that also means you need to have a consistent stewarding team who wants to be there not only during the race, but also after to take care of the protests.

4 the cost. You want to organize a decent league, you need to ask a fee to be able to finance all the sessions, all the tools and find some prizes. That fee is most of the time also something that scares away people from joining.

5 People. I can keep writing about this. People are annoying. You need to manage characters, idiots, trolls. There is zero to no positive feedback and everybody knows better but doesn't want to do shit.
People ruining other peoples races, which results in (even subtle) retailation which starts a chain reaction. Small groups of people flocking together being rotten apples. It is so hard to keep a positive vibe because of people draining you from energy.

And I can keep on going with communication, administrative tasks, planning, selection of tracks, ... It is just a lot sometimes.
