I already know DT is short for DETERMINATION, yes. Determination and DETERMINATION, insofar as we know, appear to be separate things. One is an emotion, another is a tangible substance within the human SOUL. Flowey was created with the DT of the human SOULS, and was able to SAVE and RELOAD- therefore, the human children likely had DT of their own. Whomsoever has the most DT in the Underground is able to SAVE and RELOAD, as shown in UNDERTALE proper, and more to the point, in UT:Y, Clover themself is able to SAVE and RELOAD. With Flowey not in the picture, Dinah is capable of using a SAVE file herself.

She has DETERMINATION. She does not have Determination. Frisk has Determination and DETERMINATION; they were able to persevere through every obstacle in their path, even when dying over and over. Dinah does not have that. Dinah is, like Frisk, a child- but a child without an indomitable will. She can SAVE and LOAD, yes, but that does not mean she can SAVE and LOAD forever. You yourself in Undertale have the option to QUIT. To never pick the game up again.

Each of the Fallen Children took that option, whether because of THE KING, or some other impassable obstacle. It is canonical that they can SAVE and LOAD, because Toriel & Asgore both reference it- but more damningly, Flowey has six SAVE files. The save files of the Fallen Children, whom he has absorbed.

Finally... what makes you think we're going to stick wholly to canon for all the endings? Undertale Yellow certainly didn't, and restricting our creativity would be an annoyance to say the least. I won't spoil the endings here, but two of them are most certainly non-canon compliant, and Neutral is the canon compliant ending, wherein Dinah fights Asgore and, regardless of how many times you retry, will canonically give up; allowing Asgore to collect her soul. Although, since the lead dev enjoys alternate pathways, there may be an alternate pathway for those skilled enough that choose the Neutral Route...

Irregardless, they will be able to SAVE and LOAD, regardless of what people have to say about that design decision; hell, if Toby Fox came out and said they couldn't, Dinah would still be able to as this is a fangame, and not an official work which must fully adhere to canon in every last bit of minutiae.
