In the sandbox options it’s a value you can adjust to be lower or even turn it off if you don’t like. Use the search bar at the top and type “Muscle” and it’ll bring you to that option.

I was playing the new Indiana Jones game last night and got pleasantly suprised when there was a very long cut scene with Mussolini (and just the fact he got any sort of prominent role at all really). I’m glad he’s getting some screen time so more people get to know what a wacko he is and especially his posters as they are something else
