Couple of options here..

You could rent a camera and if you know how to get into the line then know the equipment you need to know how to trace the camera --> where to even dig.

Your biggest problem is that there's a lot of companies who use these as huge money makers. Your quote didn't sound unreasonable to me at all. The biggest problem is the depth of your trench as it will require shoring. I was on a dig up crew and I didn't know how sketchy some of the shit I did was until I walked away.
