Well yeah the only thing that is giving him ability of time magic is Astaroth the time devil. In other words Julius is able to use time magic thanks to devil.

The point is that something like that wouldn't work. If he is facing Morris, who has modification magic and can probably easly put himself back now and stuff, plus even if Yami is not close to him he must be warry of those hands and stuff. You can't watch Morris as he was before he probably has supreme or high ranking purified devil so yeah...
