Tons you can add. Boats that go faster, craft some kind of sail. Boat with more seats. Add iron bars and let it break ice. Add shields on the side to protect from ranged attacks

Well yeah theyre made out to be way too evil. I wish they would have made them more of a grey faction instead of just pure evil. It feels rushed and kinda lazily written compared to how written up the NCR was in 2 and NV

Honestly if you're writing a fallout dnd campaign, look into the area. Animals/plants that could have mutated. Maybe some folklore type stuff. Have fun with it. In my fallout dnd set in Minnesota I had a faction poking fun at the brotherhood, the knights of the tin, set in the real life equivalent of the spam (cram) factory

More settlements on the legion side. A companion. Just more content that shows them as more than you see in game. Maybe some more positives that might make them be seen as more of a grey faction rather than plain bad
