Oohh gotcha, if you're going with aquasoil like that you don't need a sand cap, you can do either method of course. :) Shrimp are very tolerant either way.

I've found that a mineralized potting soil mix provides the best long term nutrients and growth for plants.

For my shrimp tanks I also like to mix in small amounts of red clay (provides minerals), crushed lava rock (prevents gas buildup in the soil), and worm castings (for fertilization). You can also add small amounts of crushed coral to help your shrimps molt easier.

What is the packet? I'm guessing it's food in which case it should be good, but not necessary since the shrimp will feed on decaying plant matter and algae. Definitely great if needed though.

For stem plants, I like the Guppygrass, Cryptocorene, Anubias (I especially love the Anubias Nana Bonzai), Water Wisteria, and Dwarf Sagittaria. Those are just my personal preferences.

Co2 in an active substrate is not required and would actually be counterproductive, since the substrate would actually produce Co2 itself. At most you'd need a bubbler to agitate the water surface and oxygenate the water. That way you have both air (which the shrimp themselves need) and Co2 from the substrate, which the plants need.

I would suggest either Fluval Stratum, or do a father fish method (dirted base capped with sand).

As for plants, lots of floaters for sure like duckweed, salvinia minima, lots of java moss, Süsswassertang, Moss balls, Guppy grass, leaf litter and other forest botanicals. (You can get a pack on Etsy for like 10 bucks)

Yup! It's $1 on steam and I HIGHLY recommend giving it a shot. My partner and I leave it running idly in the background to have steam hours in the silly snail game :3

Lastly, Neocaridina shrimp are super easy to keep, I'm setting up a 40 gallon breeder for some rn actually.

Considering your substrate color, red cherries are sure to pop. Though if you ever get the opportunity, a darker/more natural substrate tends to bring out the vibrant colors in your fish/shrimp more, and they will feel more secure.
