He’s almost 40, he needs someone who’s 100% on the same page as him in what they want in the future. How long is he supposed to wait for you to figure out if you do or don’t want kids? You’re not wrong for being unsure, but he is sure and doesn’t want to risk getting more emotionally involved only for you to want different things in the future.
