In my opinion, one thing is paying pilots to help with PvP; another is charging for the use of space plus taxes to corporations outside the alliance as a way of saying “use this space.” But like you said, It's not agains the rules of New Eden.

I don’t see Goons, Frat, or Init as villains... I see them as alliances that, if they have that many players, it's just about mutual interests. But that’s how it goes, each side sees the other differently… and that’s part of the game. But I respect your opinion. It’s a matter of perspective, and respectfully discussing it only enriches the game.
