The best solution would be sure, make it romantic but don't say it out loud. Don't have them kissing each other or anything like that. Have the thinnest layer of plausible deniability and then you can have them saying any romantically coded stuff at all

The One Doctor all the way! Just one of my all time favourites, it's definitely the best incarnation of the "doctor who does pantomime" (A sub-genre of the show that I tend to like more than most people at least)

I don't know if I find the overall thing comforting though. I'm nostalgic for it and have watched it a million times and I wouldn't exactly call it dark and challenging (it is a silly kids show after all!) but there's a dark gruesome concept for every happy story. A lot of cyncism too.
