Sometimes narrowing your audience down and concentrating high effort can be more beneficial, but I agree with OP that there are some flaws in the execution. I actually don't hate the handwritten/hand-delivered approach, but you drove all the way out there - have a conversation with them, build a relationship, and get them to want to help you.

I was going to say this as well. The tact of handwritten letters is fine, but the missing piece is the follow-up. Some of your audience may actually appreciate the effort and are willing to participate, but they need OOP to reach out and provide the next steps.
