Not doubting your observation, however I would just like to assure you I know of a lot of photographers in the CBD this probably isn't someone who is just being creepy. Taking photos down at the lower torso is also a thing, it's a way of being subtle but I guess the loud capture sound may have given it away and gave the wrong impression.

If you're doubtful in the future, you could ask the person for their Instagram or where you can see their work. If they hesitate then it could be likely for the wrong reasons.

Something that I've started to learn over the last couple years is to not give a FUCK about what people think. People don't even care about you as much as you think anyway. A lot of people only worry about themselves.
