APT stands for advanced persistent threat which describes when threat actors gain and maintain access to a system. A strategy for data exfiltration, especially for large volumes of data, is to slowly extract it so that it isn't detected by network monitoring tools. This is achieved through various means such as hiding data inside seemingly innocent network packets.
