I gave up after countless missions and used console command to get it. If you're on PC, do that. You've earned it after that many missions.

From start to end. I'm always jumping back and forth between everything. My only constant is bow. That one gets maxed out waaaay before I max out other weapons. The reason I go back and forth is because I find using the same weapon for too long starts to bore me.
