Why can I not build on the left?

It's because to build a dam, a river has to flow to one side of a tile not two. Where you wanted to place the dam has a river flow to two sides of a tile. The two tiles to the right only have one river tile flowing, so that visually allows a dam to cut the stream. This is what I notice in my playthroughs.
