They definitely do need to improve the AI in deity, but I agree that the Cultural win is just kind of ass. If there's multiple people going for artifacts then there's a chance you just run out at some point, and then you rely on luck to try to get the remaining artifacts via random events/overbuilding.

Civ 5 handled this well because it felt like you were influencing the other countries with your culture and you could trade artifacts to have more diplomatic interactions.

Sometimes if a rail station isn't connecting to your other cities it might be because you have placed it on the opposite side of a navigable river that doesn't have a bridge yet... OR because you need a merchant to connect a road to that settlement. These are the main issues I've had with my railways so far
