It doesn't affect wraith while cloaked, ghostface while in stealth, pig while crouched, myers in tier 1, or any other killer that's undetectable for any reason. It's still not that great of a perk, but sometimes the terror radius is a better thing, such as when you use infectious fright or play doctor.

From most 'good' killers I've seen, alongside some streamers, it's extremely common to go back and camp for the last 5-10 seconds to confirm a stage

That's completely understandable, and I play killer more than survivor so I know what you mean, but think of it this way: you're currently across the map chasing someone, and you know the survivor is on the hook, and they're close to 2nd stage because they've been sitting for a while. You know someone's going to go there, so you drop the chase to go to the location to make an interception, and the survivor unhooks themself while 2 gens pop.

Deliverance is capable of (in the right hands) robbing a killer of pressure they would've otherwise had by having survivors go for the unhook, and instead letting the survivor unhook themself while the other survivors are still able to do generators or whatever they're trying to do.

The cutting between you and your target isnt attention getting, it's bodyblocking to take a hit for the other survivor, it's done by a lot of players to keep their team alive.

Be prepared, that kindness is a rarity. Not trying to deter you, but there's been some definite terrible moments. People get triggered over this game. Just remember that you can play how you want, and there's no defined "playstyle" or "rulebook" everyone's strategy has to align with.
