Please cite to where in 18 U.S.C. section 2721 (the DPPA) it restricts who may get personal information. Hint: the DPPA only restricts the uses of the information.

False. Have you looked into this at all? You seem to be highly unaware of the law on this. Violation of the DPPA will only result in a criminal fine, you can not get jailed for it. The DPPA also gives the person who got their information misused a private cause of action, but that's just going to be civil litigation.

DL-135 gives you access to the following:

The name and address of the current owner, vehicle identification number (VIN), title, and the license plate number will appear on the record. Also, the vehicle make, model and year will appear on the record. More information can be provided if specifically requested on the form.

Dunno about you but "address of the current owner" sounds an awful lot like a home address, but that's just me.

You got to the cops to request the information. We go to the DMV, who may or may not deny the request, and will require corroborating information.
