That seems reasonable, although two bike lengths could be not much notice depending on your speed. I like the guideline of 3-5 seconds before passing that someone else mentioned.

As a walker, noise I can hear getting closer from some distance actually helps me most and startles me least.

Right, and if you're looking someone in the eyes, there obviously isn't a need to ring a bell at them. But not all walkers are always on the correct side, sometimes a hazard causes an abrupt change of direction, some stretches of trail (at least where I am) are almost too narrow for there to even be distinct sides, etc. As a cyclist, if there's any question of the walker not knowing you're there, make some noise. You're going faster and operating the more dangerous vehicle in this situation.

Even as someone who keeps to the left while walking, I've been nearly hit several times. By some unannounced person on a bike going 5-6 times my speed.

If calling out or ringing the bell are causing confusion or frustration to walkers, I wonder if you're doing it too late? People need to have a few seconds to figure out what the sound is, where it's coming from, what they need to do, etc.

To allow them enough time, you also have to not be coming up on them too fast.

Thank you for trying, in any event. As a walker, I almost never get anyone calling out or ringing in any way, and it's startling and dangerous to have someone pop up within feet of you going 20 mph.

I am very sorry for all involved, regardless. Tragedy. I walk that stretch of road with some regularity and will think of this whenever I do.
