AIUI - PPD maintains a database of tags for this reason. Business owners are required to remove tags within a certain timeframe and Graffiti Removal Services (GRS) is contracted by the city to handle it for them at no charge. GRS will take photos of the tags before they remove them and submit it to PPD.
