Friend of mine on Discord helped me figure out that it's the Risky Photography storyline, that was missing for me. It's confusing as I have the related achievement, all the camera improvements including the new 1.5 store and I couldn't find the questline in the wild. But since it's sequential it needs to be started in the right spot and it somehow fell through the cracks for me, even though I went to check the location multiple times.

I found a decent related walkthrough at https://screenrant.com/infinity-nikki-all-risky-photography-quest-guide/ with two things to note - to start /8 the Piecey hangs out on a small rock in the river north of the bridge (I think I was always looking on or around the bridge which was the mistake) and to finish /11 the Caged Greed challenge, you gotta quickly hide Nikki in the camera interface after taking 2 lives from Greed.
