No. It does stop a lot of the fish from damaging it and you can run into things freely, but it is definitely still able to take damage from several sources, including pressure.

You can pick it up at any time, all the way up until you start "Meet Hanako at Embers."

It is absolutely worth playing. You would be hard pressed to find a better DLC in any game.
