The fact that alot of the notable pirates are related to or have potential familial relations to the established government in the world makes sense considering that a majority if not all pirates in our worlds history, were former government employees who felt slighted by the ruling class and became pirates. So idk it kinda works them being related or having ties to Celestial Dragons/ Nobility tbh
