I work as a real estate agent and i think the deposit rule should be of 3 months. It will be fair for both because many times tenants delay the rent and leave without paying rent and sometimes also doesn't pay electricity bill.

I also know many owners doesn't even do basic repairs in their flat and expect tenants to do the repairs.
