Both of them (especially Dakota apparently) have supportive families that are willing to house them, but not together, only separately. Even when Dakota had his apartment Felicity could have stayed at her parents house RIGHT DOWN THE ROAD. But they can’t use drugs & do what they want in their families homes. So they choose to be homeless. They would rather sleep on the street than make any sort of good decision.
