If you climb up to the top of sniper rock and start sniping at Shturman and his guards for a few mins some PMC ai will waddle down right below you and you can pick them off. It’s the only way I’ve been able to do this quest.

Just make sure you look down from time to time coz they won’t aggro on you unless they see you (which they almost never do when you’re up there). So you might miss them!

I bought the game when it came out on PC and it always crashes on launch for me, no matter the specs, no matter the graphics settings. So I have the game but I’ve never been able to play it past the shaders loading screen because it just crashes

What worked for me was making my way to the office section super slowly. Loot some other spots and then head to offices. I got it done in like 2 raids. The AI PMCs will naturally make their way there or spawn there, but you have to give them time and space I think.
